About MMC
The Metro Mayors Caucus was formed in 1993 by a small group of Denver area mayors. Given the multi-jurisdictional nature of many of their core challenges, the founders saw the need for a forum for regional dialogue from which consensus solutions might emerge. The Caucus, a voluntary and collaborative regional association of mayors, quickly grew to 27 members in its first year. The Metro Mayors Caucus has since grown to include 38 cities and towns from across the Denver metropolitan region.
Membership
Our member municipalities include both small towns of less than 500 and large cities that are home to hundreds of thousands of Coloradans. Collectively, MMC member jurisdictions comprise approximately half of Colorado’s population.
National Recognition
Nationally recognized for its ability to unite around difficult issues, the Caucus uses a modified consensus model for its decision making and adheres to the principle that each jurisdiction, regardless of its demographics or population size, has an equally valid voice. The Caucus was the first of its kind in the nation and has served as the model for many similar organizations around the country.
2024 Executive Committee
The Metro Mayors Caucus is led by an Executive Board of seven mayors and two staff representatives from Denver and Aurora. Mayors are nominated to the Executive Committee and and may serve multiple years on the committee.

The Metro Mayors Caucus is organized and managed by Civic Results, a Denver based non-profit firm. Principals and senior staff of Civic Results helped to organize and have provided strategic advice, policy support and staff to the Caucus since 1993.

Heidi K. Williams
President and CEO
Heidi Williams took on the role of President & CEO of Civic Results and Executive Director of the Metro Mayors Caucus on July 17, 2023. Prior to this position, Heidi had a notable career in public service and community leadership. She owned a business in Thornton before being elected as the city's mayor in 2011, where she served until December 2019 due to term limits. During her tenure, Heidi held key leadership roles, chairing the Metro Mayors Caucus, the E470 Board of Directors, and the Mile High Flood District, while also serving as President of the Ralston House Child Advocacy Center and on the Board of Directors for the Denver Regional Council of Governments (DRCOG).
Heidi's commitment to community and regional collaboration continued after her mayoral term. She currently serves on the boards of Ralston House, Almost Home, the Front Range Community College Foundation and the E470 Transportation Foundation. In 2016, she graduated summa cum laude from the University of Colorado Denver with a Bachelor's in Political Science and later earned a Master's in Public Administration in 2018. Between January 2020 and June 2023, Heidi worked as the Director of Opioid Response for Colorado's Attorney General, Phil Weiser. In this role, she united all counties and nearly every municipality in a Memorandum of Understanding, directing opioid settlement funds to local initiatives. For her efforts, the AG's Opioid Response team received the Johns Hopkins Inaugural Award for Excellence in the Application of Opioid Litigation Practices.
Heidi's leadership philosophy centers on the belief that effective local governance requires a regional perspective. She advocates for a cooperative approach to addressing major issues like housing, homelessness, transportation, water, growth, and energy, recognizing that these challenges extend beyond municipal borders. Heidi remains dedicated to advancing the work that supports the collective success of metro area municipalities.

Emma Bangs
Emma serves the Metro Mayors Caucus Staff as Program Manager. She fills a key role for the Caucus in policy and program development.
Originally from Pittsburgh, Pennsylvania, Emma moved to Colorado to complete her education and never left. She takes advantage of Colorado's great outdoors with hiking and running, coaches rugby and plays guitar in a swing band.
Emma holds a Master's Degree in Urban and Regional Planning from the University of Colorado Denver and a B.A. in Media Studies and Theater Production from Beloit College, Wisconsin.
Emma became passionate about community planning during a year with AmeriCorps serving seven jurisdictions throughout the Midwest on disaster response and unique community improvement projects. Her experience engaging with the people of these communities prepares her well for the work of the Metro Mayors Caucus — as does the internship she completed with the City of Centennial Planning Department working on their housing study.
