About Civic Results
Civic Results was established in 1997 to create a platform for addressing shared challenges through a regional, cross-sector approach. The aim was to unite different segments within communities and regions, fostering a sense of interconnectedness to tackle common issues effectively.
For successful solutions, the community must share a common understanding of complex issues and ensure inclusive public engagement. Civic Results promotes a collaborative approach, emphasizing wide-ranging participation and consensus-driven decision-making to achieve impactful outcomes.

Heidi Williams
President and CEO
Heidi Williams took on the role of President & CEO of Civic Results and Executive Director of the Metro Mayors Caucus on July 17, 2023. Prior to this position, Heidi had a notable career in public service and community leadership. She owned a business in Thornton before being elected as the city's mayor in 2011, where she served until December 2019 due to term limits. During her tenure, Heidi held key leadership roles, chairing the Metro Mayors Caucus, the E470 Board of Directors, and the Mile High Flood District, while also serving as President of the Ralston House Child Advocacy Center and on the Board of Directors for the Denver Regional Council of Governments (DRCOG).
Heidi's commitment to community and regional collaboration continued after her mayoral term. She currently serves on the boards of Ralston House, Almost Home, the Front Range Community College Foundation and the E470 Transportation Foundation. In 2016, she graduated summa cum laude from the University of Colorado Denver with a Bachelor's in Political Science and later earned a Master's in Public Administration in 2018. Between January 2020 and June 2023, Heidi worked as the Director of Opioid Response for Colorado's Attorney General, Phil Weiser. In this role, she united all counties and nearly every municipality in a Memorandum of Understanding, directing opioid settlement funds to local initiatives. For her efforts, the AG's Opioid Response team received the Johns Hopkins Inaugural Award for Excellence in the Application of Opioid Litigation Practices.
Heidi's leadership philosophy centers on the belief that effective local governance requires a regional perspective. She advocates for a cooperative approach to addressing major issues like housing, homelessness, transportation, water, growth, and energy, recognizing that these challenges extend beyond municipal borders. Heidi remains dedicated to advancing the work that supports the collective success of metro area municipalities.

Maggie Graves
Program Assistant
Maggie started her journey with Civic Results in August 2024. She is excited to be a part of the team and help continue to build Civic Result’s various programs.
Originally from Lafayette, California outside of San Francisco, Maggie made her way to Western Washington University for her undergraduate degree where she studied Political Science and discovered her love for the game of Ultimate Frisbee by joining her university club team.Maggie then lived in Seattle, WA and Paris, France, working in various levels of the education sector before pursuing her Master’s Degree in Public Administration at George Washington University in Washington, D.C. During graduate school, she worked with several nonprofits, including the American Society for Quality and the Arthur Flemming Awards and concentrated her studies in Program Evaluation and Policy Analysis. After finishing her Master’s degree, Maggie worked as the Special Assistant to the Managing Director at The Washington Ballet where she honed her organizational and event planning skills.
Maggie moved to Denver in July of 2024 to be closer to the mountains and to family in the area. Outside of work hours, she is excited to explore all the running, biking, hiking trails and natural beauty that Colorado has to offer. Maggie is thrilled to bring her varied experience with nonprofits, interest in regional politics and policy to her role with Civic Results as the organization continues to grow and evolve.

Rick Pilgrim
Rick is the Senior Vice President and Principal Consultant at HDR, Inc. He has more than 45 years of experience managing successful completion of many interdisciplinary engineering and planning projects for transportation improvements throughout the US. In Colorado, key projects include the Mobility Choice Blueprint, the Colorado Aerotropolis Vision Plan for the area surrounding DIA, the US 36 BRT/Managed Lanes, and the Central Platte Valley LRT Line.
Rick served for 10 years as the Mayor of the Town of Bow Mar. During that time he was a part of the Metro Mayor’s Caucus, serving as the Chairman in 2012. He was also a Member of the DRCOG Board and is currently serving on the Technical Advisory Committee to represent Environmental Considerations.

Marilee Utter
Marilee is President of Citiventure Associates, a Denver-based real estate advisory firm specializing in transformational projects and public-private transactions. Marilee has been developing executable solutions for tough land use problems for over 25 years. She has worked in more than 40 cities across the U.S. and globally, bringing best practices and innovation to urban projects.
Marilee has been on the Board of Civic Results since it was founded in 1997.

Kasia Iwaniczko MacLeod
Kasia Iwaniczko MacLeod is a partner at 5280 CGI, a strategy group promoting multi-sector business development and corporate citizenship at the intersection of government, education, non-profits, and community through incomparable relationships. She is innovative and results-driven with critical skills in multi-sector business development strategy design and execution encompassing advanced internal, external, and crisis communication, public policy, governmental and public affairs, marketing, branding, media, and ESG/CSR/Triple Bottom-Line expertise.

Carolynne White
Carolynne White is a shareholder at Brownstein Hyatt Farber Schreck. With more than two decades of experience, White focuses on the zoning and entitlement process as it relates to new development and redevelopment—both infill and urban renewal. She also helps clients identify and manage public financing tools such as tax increment finance, districts and public improvement fees (PIFs). A champion for her clients throughout all phases of a project, White utilizes her strong local and state relationships with elected officials and staff statewide to ensure that her clients always have the best information and the opportunity to be heard.

Ken Fellman
Ken Fellman is the President and a partner in the Denver law firm of Kissinger & Fellman, P.C. His practice emphasizes local government representation, particularly telecommunications, utilities and general local government law. Ken has represented local governments, non-profit organizations and governmental associations nationwide in connection with a wide variety of telecommunication issues.
Ken is a former mayor of the City of Arvada, Colorado, and a former chairman of the Metro Mayors Caucus.

Randy Pye
Randy is the president of Fulcrum One, business strategy consultants providing solutions for complex projects and problems in land-use, economic development, and government relations.
Randy is one of the founders of the City of Centennial, Colorado. And he served eight years as its first mayor. During his tenure as mayor, Randy served two terms as chairman of the Metro Mayors Caucus.

Adam Paul
Adam Paul is a recognized leader in government, bringing a wealth of experience and a distinguished record of more than 20 years of public service. Paul finished his second term as Lakewood’s Mayor in November of 2023, where he has focused on community collaborations to address affordable housing, homelessness, fiscal soundness, and environmental sustainability. Paul currently serves as the Director of Regional Affairs for Denver Mayor Mike Johnston, working closely with various sister agencies and neighboring jurisdictions to facilitate effective communication, coordination, and joint initiatives. He works to link Denver and neighboring municipalities to strengthen partnerships and address regional challenges and opportunities.
